International Consultant (Cybercrime Investigation Expert-English Speaker)

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) is mandated to assist Member States in combating cyber-related crimes through capacity building and technical assistance. This role supports the Global Programme on Cybercrime in Africa, focusing on specialized knowledge areas and addressing the challenges posed by the transnational and evolving nature of cybercrime.

Job Purpose

This consultant will provide expert support in cybercrime investigation and prosecutions to UNODC's Global Programme on Cybercrime in Africa. The role is crucial for enhancing capacity building, mentoring, and policy activities, with a particular emphasis on cases involving online child sexual exploitation and abuse (OCSEA). The consultant will contribute to addressing the complexities of cybercrime, including rapid data exchange, multi-jurisdictional issues, and the exploitation of advanced technologies, thereby supporting Member States in their fight against these crimes and promoting global safety.

Responsibilities

Design and deliver training activities on cybercrime investigation, digital evidence management, and prevention. Organize all logistical aspects of virtual or in-person training, including agenda and curriculum design, and pre/post-testing. Draft comprehensive reports on each training activity. Conduct workshops and courses for criminal justice authorities and law enforcement in various African countries, focusing on cybercrime, digital forensics, OCSEA, OSINT, and cyber-patrolling. Develop and implement curricula on cybercrime and OCSEA investigation for training centers. Provide mentoring to digital forensics experts and conduct regional training for practitioners and specialized units on OCSEA investigations and best practices.

Work Experience

A minimum of 10 years of professional experience in leading cybercrime investigations, including digital evidence exploitation and electronic device evaluation, is required. Experience in providing training to law enforcement and criminal justice authorities on cybercrime investigations is essential. Experience interacting with governmental agencies and working in Africa is desirable.
