Organizational Context
This position is within the Automated System for Customs Data (ASYCUDA) Programme, part of the Division on Technology and Logistics (DTL) at UNCTAD in Lusaka, Zambia. The role is based in the Data Centre and reports to the ASYCUDA Regional Coordinator for East and Southern Africa.
Job Purpose
The Information Systems Officer provides crucial technical assistance and support to National Customs Services and National Project Teams. This role involves managing projects from feasibility studies to implementation of moderately complex systems, and contributing to the development of ASYCUDA systems. Key responsibilities include analyzing user requirements, translating them into applications, maintaining and upgrading existing systems, troubleshooting issues, and ensuring data security. The officer also develops training materials, operational manuals, and disaster recovery plans, contributing to the effective operation and enhancement of customs information technology systems.
Responsibilities
Manage projects including feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. Develop detailed technical specifications and user documentation for ASYCUDA systems. Provide specialized advice to National Customs Services and National Project Teams, analyzing requirements and determining system integration needs. Maintain, upgrade, and enhance existing ASYCUDA user systems, providing ongoing user support and troubleshooting. Develop and maintain ASYCUDA proprietary programs, ensuring data security and access controls. Organize and perform system testing, assisting users with acceptance testing. Develop customs training materials and user manuals, and train staff on assigned systems. Create disaster recovery plans and ensure appropriate training for responsible personnel. Contribute to reports and papers on systems-related topics and information strategy. Provide guidance and supervision to junior staff and consultants.
Work Experience
A minimum of five years of progressive experience in planning, design, development, implementation, and maintenance of computer information systems is required. Experience in customs digitalization, system deployment, development, and support is essential. Experience with prototyping and implementing complex customs IT systems, organizing training, and working in an international environment is desirable.
