The United Nations Secretariat's Economic Commission for Africa (ECA) is implementing a program to strengthen the migration-development nexus in Africa from 2024 to 2027. This role supports Egypt, a key African nation receiving significant remittances, by enhancing its capacity to leverage diaspora contributions for national development.
Job Purpose
This consultancy aims to provide expert technical support and advisory services to the Ministry of Finance and stakeholders in Egypt. The primary goal is to develop an effective framework that optimizes the contribution of diasporas to Egypt's development. This involves assessing the current landscape, proposing policy reforms, and creating a detailed roadmap to channel remittances and diaspora investments productively, thereby strengthening the migration-development nexus.
Responsibilities
The expert will prepare an inception report detailing the work plan and methodology. They will conduct a country situation analysis, assessing existing frameworks, data, and institutional, legal, and financial aspects related to remittances and diaspora contributions to development in Egypt. This includes identifying gaps and challenges. Based on this analysis and international best practices, the expert will propose an effective regulatory and institutional framework with policy reforms and strategic tools. Finally, a detailed roadmap and action plan will be developed to implement the proposed framework, culminating in a final workshop to present findings and recommendations to stakeholders.
Work Experience
A minimum of seven years of experience in economic research and analysis is required. Experience in analytical policy research or macroeconomic analysis, particularly in African or North African economies, is desirable.
