Within its Programme for Legal Empowerment and Aid Delivery (PLEAD) Phase II in Kenya, UNODC aims to enhance justice system efficiency and accountability through digitalization. This consultancy supports the Judiciary's efforts to improve court operations and record production.
Job Purpose
This role is to develop a comprehensive, competency-based training curriculum for transcription staff within the Kenyan Judiciary. The purpose is to standardize transcription practices, build capacity in using modern transcription technologies (including AI), and ensure the production of accurate, timely, and professional court records. The curriculum will provide a framework for continuous professional development, aligning with the Judiciary's investments in court automation and digital recording systems. The ultimate goal is to enhance the efficiency and accountability of the justice system by equipping transcribers with the necessary skills and knowledge to meet evolving demands and leverage technological advancements.
Responsibilities
The consultant will lead the development of a training curriculum for Judiciary transcription staff. This involves conducting an inception meeting and submitting an inception report. Key tasks include performing a training needs assessment, identifying knowledge and skill gaps, and conducting stakeholder consultations. The consultant will design and develop a competency-based curriculum, including learning outcomes, a competency framework, training modules, facilitator guides, participant manuals, practical exercises, and assessment instruments. Responsibilities also include facilitating stakeholder review workshops, conducting pilot testing of curriculum modules, collecting feedback, and revising materials. Finally, the consultant will finalize all curriculum content and supporting materials for both face-to-face and e-learning delivery, prepare implementation guidelines, and submit a final consultancy report detailing all activities and outputs.
Work Experience
Requires a minimum of 7 years of progressive experience in curriculum development, instructional design, or training development for adults, with specific experience in the justice sector or court systems. At least 5 years of direct experience designing competency-based curricula, assessment instruments, and training materials for in-person and e-learning is essential. Experience with UN systems or similar international organizations is desirable.
