Organizational Context

The UN Secretariat's Resident Coordinator System (RCS) in Togo is responsible for coordinating UN development activities aligned with national priorities to achieve the 2030 Agenda. This role is part of an essential evaluation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, a key partnership document.

Job Purpose

This role is crucial for evaluating the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Togo. The evaluation aims to assess the UNSDCF's contribution to sustainable development results, human rights, gender equality, and risk management. It will also analyze the UN's adaptability to institutional constraints and socio-economic vulnerabilities. The purpose is to draw lessons for future cooperation frameworks, promote transparency, ensure accountability, and foster adaptive learning to support the 2030 Agenda. The consultant will specifically focus on interventions related to governance, access to rights and justice, security, social cohesion, peace, and partnerships, providing contextual insights into the UN's initiatives.

Responsibilities

The consultant will evaluate interventions under Priority 3 of the UNSDCF, focusing on governance capacity building, access to rights and justice, security, social cohesion, peace, and partnerships. This includes assessing the relevance and effectiveness of UN initiatives within a context of transformations and challenges. The role involves providing contextual insights into the functioning of UN initiatives. Key deliverables include an initial report with a preliminary analysis and evaluation design, a preliminary findings report, and a final evaluation report (max 60 pages excluding annexes). The consultant will work under the supervision of the International Consultant and in collaboration with other team members and stakeholders.

Work Experience

A minimum of five years of proven professional experience in governance, public sector reform, institutional capacity building, or the rule of law in Togo or similar contexts is required. Significant cumulative experience in results-based management is also necessary. Experience contributing to governance and peace/security program evaluations is essential.

Skills

Proven knowledge of the UN system, data collection and analysis experience, understanding of UN programming principles, CEDAW, and SDGs. Strong understanding of Togo's political and institutional context, including recent governance trends, reforms, and initiatives in security, resilience, and social cohesion. Desired skills include knowledge of inclusive governance, citizen participation, and anti-corruption principles. Ability to conduct consultations with diverse stakeholders respectfully is an asset.
