Job Purpose

The evaluation will inform lessons learned for future cooperation documents, promoting transparency, results-orientation, and adaptive learning within the UN system to support the 2030 Agenda.
Responsibilities
The consultant will focus on the human development and social inclusion aspects of the UNSDCF evaluation, with a strong emphasis on gender equality. This includes evaluating the relevance and effectiveness of UN interventions in social sectors like health, education, and social protection. The role involves analyzing gender equality outcomes and ensuring a gender-sensitive methodology. Key deliverables include an initial report with an evaluation design, a preliminary findings report, and a final evaluation report, not exceeding 60 pages.
Work Experience
A minimum of five years of professional experience in designing, implementing, or evaluating social development programs (e.g., health, education, social protection) is required. Significant experience in results-based management, data collection and analysis, and gender-sensitive, human rights-based evaluation approaches is also necessary.
Skills
Proficiency in French is required; knowledge of English is desirable. Experience in participatory evaluations, particularly with women, youth, and vulnerable communities, is desired. Strong knowledge of Togo's social sector challenges (maternal and child health, education, nutrition, sanitation, protection, gender-based violence) and the UN system is required.
