Organizational Context

The United Nations Environment Programme (UNEP) administers the Nairobi Convention, focusing on the protection, management, and development of the Western Indian Ocean's coastal and marine environment. This consultancy supports the "Sustainable Western Indian Ocean Programme" (SWIOP), specifically contributing to strengthening regional and national capacities for ocean governance coordination and collaboration.

Job Purpose

This consultancy aims to strengthen regional and national capacities for ocean governance within the Western Indian Ocean. The role involves conducting a comprehensive capacity needs assessment for ocean governance actors, developing a tailored capacity building program, and delivering a regional training workshop. The ultimate goal is to contribute to the sustainable, productive, and climate-resilient governance and use of the Western Indian Ocean, supporting the implementation of the Regional Ocean Governance Strategy (ROGS) and its associated implementation structures.

Responsibilities

Develop an inception report with a detailed workplan and stakeholder engagement plan. Conduct a comprehensive capacity needs assessment for ocean governance actors and prepare a report. Design and develop a capacity building program to address identified needs. Create training materials and facilitate a three-day in-person regional training workshop on ocean governance. Produce a workshop report and update the needs assessment and capacity development program based on workshop feedback. Engage with proposed Implementation Platforms and the Regional Ocean Governance Task Force to guide ROGS implementation.

Work Experience

A minimum of 5 years of professional experience in complex national and regional multi-stakeholder change processes is required, with at least 4 years focused on marine and coastal projects. Experience in leading regional consultations, designing capacity building programs, and facilitating trainings is essential.
