International Consultant for Strategic Design and Development of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2028-2032 for Mongolia
Organizational Context
The UN Country Team (UNCT) in Mongolia is developing the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2028-2032. This framework guides the UN system's collective contribution to national priorities and the SDGs. The process adheres to UN Development Coordination Office guidance and lessons learned, focusing on transformational results and key strategic priorities where the UN can add the most value.
Job Purpose
This consultancy aims to provide strategic planning, facilitation, and technical expertise to the UNCT in Mongolia for the development of the UNSDCF 2028-2032. The role involves supporting key stages including strategic prioritization, Theory of Change development, formulation of the Results Framework, and drafting/refining the UNSDCF narrative. The consultant will ensure a coherent, participatory, and evidence-based design process aligned with UN standards and national priorities, addressing Mongolia's development challenges. The overall goal is to guide the UN system's collective work effectively towards achieving national priorities and SDGs.
Responsibilities
Provide strategic planning, facilitation, and technical drafting support to the UNCT Mongolia throughout the UNSDCF preparation process. This includes preparing for and supporting the strategic prioritization process, facilitating a workshop on strategic prioritization and Theory of Change (requiring one week of in-country travel to Mongolia), and developing the UNSDCF Theory of Change. The consultant will ensure the UNSDCF design is coherent, participatory, evidence-based, and aligned with UN standards and national priorities. Responsibilities also involve contributing to the formulation of the Results Framework and the drafting and refinement of the UNSDCF narrative, ensuring focus on transformational results and key strategic priorities.
Work Experience
A minimum of 10 years of professional experience in strategic planning, sustainable development, policy analysis, or development cooperation is required. Demonstrated experience in supporting the preparation of UNSDCFs, UN programming frameworks, or similar national development strategies is essential. Proven experience facilitating high-level workshops and strong experience in Theory of Change development, Results-based management, and strategic prioritization are also necessary.
