This consultancy role supports these pilots by characterizing the urban stock, providing data for intervention design and institutional capacity building in territorial management and urban finance.
Job Purpose
The purpose of this consultancy is to conduct a georeferenced physical survey of the urban stock in pilot areas of Minas and Paso de los Toros, Uruguay, as part of the Circular Urban Economy initiative. The collected data will be integrated into a GIS platform to support diagnostics and identify intervention alternatives. This role directly contributes to the design and implementation of pilot experiences and strengthens institutional capacities in territorial management and urban finance. The consultant will work in coordination with inter-institutional groups and local technical teams, ensuring the data gathered is relevant for local contexts and existing management tools.
Responsibilities
The consultant will develop a work plan and methodology for the survey. Key responsibilities include coordinating with the inter-institutional group and technical teams, collecting and systematizing necessary information, and conducting a georeferenced physical survey of the urban stock in pilot areas. This involves characterizing vacant, degraded, underutilized, and vacant lots, distinguishing between public and private properties. The consultant will create a database and integrate the data into a GIS platform. They will also classify urban vacancy, deterioration, and underutilization variants. Finally, the consultant must present progress reports, incorporate feedback, and deliver all expected products within the established deadlines.
Work Experience
A minimum of two years of professional experience in urbanism, urban vacancy, or the implementation of urban policies is required. Experience in managing and applying Geographic Information Systems (GIS) is also necessary. Experience with public policy projects and collaborating with inter-institutional and multidisciplinary teams is desirable.
