The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) Programme Education in Syria seeks a Technical Expert to develop its Technical and Vocational Education and Training (TVET) Programme. Job Purpose
The purpose of this role is to lead the strategic development and enhancement of UNRWA's Technical and Vocational Education and Training (TVET) Programme in Syria. The Technical Expert will conduct comprehensive analyses of the TVET sector and labour market, develop a three-year TVET strategy aligned with sustainable livelihoods, and foster partnerships with key stakeholders including government, private sector, and donors. This position aims to strengthen TVET delivery, improve instructor development, increase private sector engagement, and secure resources to ensure the programme's sustainability and effectiveness in supporting Palestine refugees.
Responsibilities
The Technical Expert will be responsible for strategic planning and TVET programme development, including conducting comprehensive reviews of the TVET sector and labour market in Syria, and developing programmatic pathways for sustainable livelihoods. This involves facilitating consultations with diverse stakeholders, assessing UNRWA TVET centres, and leading the creation of a three-year TVET Strategy. Additionally, the role entails partnership development and resource mobilization, supporting engagement with donors and partners, conducting stakeholder mapping, and preparing materials for resource mobilization efforts. The expert will also contribute to programme quality enhancement by reviewing instructor training, private sector engagement, and internship arrangements, providing recommendations for strengthening the TVET sector in Syria.
Work Experience
A minimum of 7 years of progressive professional experience in TVET, skills development, programme management, or strategic planning is required. Demonstrated experience in developing TVET strategies, donor engagement, partnership development, and resource mobilization is essential. Experience in fragile or conflict-affected contexts and a strong understanding of labour market dynamics are also necessary.
