Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Based in Rio de Janeiro, its Regional Office for Latin America and the Caribbean (ROLAC) focuses on activities in Brazil. This role supports the 'Vida Nova no Morro' project in Niterói, aimed at improving urban conditions in informal settlements.

Job Purpose

The Programme Analyst will provide essential technical and operational support for the implementation of the 'Vida Nova no Morro' project in Niterói, Brazil. This role is crucial for strengthening the Municipality's data systems and institutional capacities to develop responsive social housing policies. The purpose is to contribute to sustainable, inclusive, and integrated urban development through evidence-based planning, housing assessments, and community engagement, aligning with the 2030 Agenda and the New Urban Agenda. The analyst will work collaboratively with UN-Habitat teams and local partners to achieve project objectives, reduce socio-spatial inequalities, and enhance local capacities.

Responsibilities

The Programme Analyst will provide technical and operational support for project activities, ensuring alignment with objectives. This includes supporting communication campaigns, developing strategic frameworks, and implementing capacity-building initiatives. The role involves assisting in data collection, analysis, and management for evidence-based decision-making, and preparing technical documents and reports. Stakeholder engagement and coordination with government, civil society, and private sector partners are key. The analyst will also provide logistical support for events, monitor project progress, track deliverables, and assist in procurement and recruitment processes. Risk identification, mitigation, and the documentation of lessons learned are also part of the responsibilities, alongside supervising consultants and reviewing their deliverables.

Work Experience

A minimum of four years of experience in sustainable urban development projects in Brazil is required. Experience with informal settlements, community engagement, project management, local governments, public administration, public policies, and international development agendas is desirable. Previous experience with the United Nations System is also considered a plus.

Skills

Proficiency in Microsoft Office Suite (Windows, Outlook, Teams) and web search engines. Mastery of technological tools and online platforms. GIS experience is desirable. Familiarity with online event and conference tools is desirable. Good knowledge of project management methodologies. Strong communication, planning, organization, and teamwork skills. Ability to work in multicultural environments and manage conflict.
