Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This role supports the "Vida Nova no Morro" project in Niterói, focusing on improving urban conditions and strengthening municipal capacities for sustainable development.
Job Purpose
The Programme Coordinator will support the implementation of the "Vida Nova no Morro" project in Niterói, Brazil. This role is crucial for coordinating project activities, ensuring alignment with UN-Habitat's mandate, and contributing to sustainable urban development in informal settlements. The coordinator will work collaboratively with UN-Habitat teams and local partners to achieve project objectives, including enhancing data systems, developing social housing policies, and promoting inclusive urban planning in line with the Sustainable Development Goals and the New Urban Agenda. The position requires a proactive approach to project management, stakeholder engagement, and knowledge sharing to reduce socio-spatial inequalities and strengthen local capacities.
Responsibilities
The Programme Coordinator is responsible for overseeing the development and implementation of the overall project work plan, ensuring alignment with project documents and agreements. This includes preparing inception outputs, consolidating technical inputs into high-quality deliverables, and developing Terms of Reference for project outputs. The role involves establishing and overseeing project planning, implementation, and monitoring systems in collaboration with partners, as well as coordinating periodic follow-up activities. Key duties include ensuring technical quality, managing risks, supporting knowledge exchange, and providing technical guidance on international frameworks. The coordinator will also manage contribution agreements, monitor financial reporting and disbursement schedules, and coordinate with central teams for project amendments. Additionally, the role involves preparing technical notes, coordinating with technical specialists, supporting the recruitment and management of teams, and fostering relationships with government counterparts and other stakeholders.
Work Experience
A minimum of seven years of progressively responsible professional experience in sustainable or urban development projects is required, with demonstrated experience in project coordination within Brazil. Desirable experience includes urban strategies, public policies, housing in informal settlements, data-driven urban planning, and participatory planning approaches. Previous experience with the United Nations System is also desirable.
Skills
Proficiency in Windows, Microsoft Office Suite, Outlook, Microsoft Teams, and web search engines. Mastery of technological tools and online platforms. Good knowledge of project management methodologies. Professionalism, strong planning and organization, effective communication, and teamwork skills are essential. Fluency in Portuguese and English is required.
