Local Consultant - Supporting the Development of a National Strategy against Organized Crime in Sierra Leone

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) supports member states in developing national strategies against organized crime, aligning with the UN Convention against Transnational Organized Crime. This role operates under the UNODC Global Programme for Implementing the Organized Crime Convention, focusing on a comprehensive, evidence-based approach that integrates human rights and gender dimensions.

Job Purpose

This consultancy aims to support Sierra Leone in developing a comprehensive national strategy against organized crime. The consultant will work under UNODC guidance and in close coordination with the Ministry of Internal Affairs to conduct a strategic analysis, facilitate stakeholder consultations, and draft a strategy document. The strategy will be based on the UNODC Organized Crime Strategy Toolkit, addressing national priorities and incorporating objectives, sub-objectives, activities, and a monitoring and evaluation framework, while ensuring the mainstreaming of gender and human rights dimensions.

Responsibilities

Conduct a strategic analysis of organized crime in Sierra Leone, including data collection, desk research, and stakeholder consultations. Facilitate the establishment and functioning of an inter-agency working group. Propose draft objectives and sub-objectives for the national strategy. Support the organization and facilitation of workshops and meetings for strategy development. Prepare and revise draft strategy documents, incorporating agreed activities. Develop a proposed implementation mechanism and a monitoring and evaluation framework. Ensure the final strategy document meaningfully integrates gender and human rights dimensions.

Work Experience

A minimum of seven years of experience in policy development, specifically in creating policies against organized crime, is required. Experience in developing monitoring and evaluation frameworks is also necessary. Familiarity with the UN system and procedures is desirable.

Skills

Strong analytical, writing, editing, and presentation skills. Ability to interact effectively with government agencies and stakeholders. Knowledge of transnational organized crime, its drivers, markets, and the UN Convention against Transnational Organized Crime. Experience with computer office software packages is desirable.
