CHIEF OF SECTION, CENTRALISED WAREHOUSING

Organizational Context

The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian and international entities, including the Gang Suppression Force, BINUH, HNP, and the Haitian Armed Forces. The organization also delivers technical assistance to the Organization of American States. This role, Chief of Section, Centralised Warehousing, is based in Port-au-Prince and reports to the Chief of Service, Supply Chain Management.

Job Purpose

The Chief of Section, Centralised Warehousing, is responsible for the comprehensive planning, administration, organization, and management of all warehouse operations. This includes developing and implementing strategies for mission inventory, stock management, and property disposal. The role focuses on leading the application of inventory management and warehousing best practices to enhance operational efficiency, effectiveness, and resource utilization. A key aspect is incorporating the Green SCOR model to minimize environmental impact. The position involves managing inbound and outbound operations, inventory and storage, property disposal, and leveraging business intelligence tools to improve supply chain responsiveness. The incumbent also ensures high standards of warehouse premises, storage conditions, and security, and establishes Service Level Agreements with technical units.

Responsibilities

Manage inbound operations, including delivery monitoring, receiving, batch management, and put-away. Oversee inventory and storage, including location management, inventory analysis, cycle counting, and shelf-life monitoring. Direct outbound operations, encompassing order fulfillment, picking, packing, and loading. Lead property disposal activities, including developing agreements and monitoring contractors. Develop and implement effective stock control and audit systems, providing critical inventory data. Utilize business intelligence tools to enhance supply chain responsiveness and lead process reengineering for a center of excellence. Ensure high standards for warehouse premises, storage conditions, and security. Develop warehouse inventory plans and provide input for supply chain management plans, budgets, and schedules. Collaborate with technical units for demand forecasting and inventory requirements. Translate policies into actionable plans, including business process improvements and staff development. Establish Service Level Agreements and internal controls to meet customer needs. Provide expertise for supply chain process re-engineering and ERP system implementation. Assign and monitor performance, report on budget/programme performance, and manage resources for expected accomplishments.

Work Experience

A minimum of ten years of progressive experience in supply chain or logistics operations, including warehouse and inventory management, is required. At least four years of management experience is necessary. Experience in managing supply chains in complex or post-conflict settings is also required. Experience with centralized warehousing in an international context is desirable.
