Organizational Context
The UN Resident Coordinator Offices (UN RCO) are integral to the UN's global reform, supporting countries in achieving development priorities and SDGs under empowered Resident Coordinators. This role is within the UN RCO in Windhoek, Namibia, operating under the UN Secretariat's Development Operations Coordination Office (DCO), which oversees the Resident Coordinator system. The office is recalibrated to support the 2030 Agenda and the UN 2.0 shift.
Job Purpose
The Partnerships Officer provides strategic advice and support to the Resident Coordinator (RC) and the UN Country Team (UNCT) in Windhoek, Namibia, focusing on developing and implementing strategic partnerships for SDG achievement. This role is crucial for strengthening joint initiatives and advocacy with external partners, including civil society and the private sector. The officer will advise on partnership strategies, facilitate engagement with diverse stakeholders, and support resource mobilization efforts. Additionally, the position contributes to knowledge management and capacity development within the UN system regarding partnerships and financing for development, aligning with the UN 2.0 agenda and the UN Sustainable Development Cooperation Framework.
Responsibilities
The Partnerships Officer provides substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and other entities for SDG achievement. This includes advising on and implementing the UN Partnership Strategy, liaising with UN entities, and serving as a key contact for external stakeholders. The role involves building interfaces with development partners, government, private sector, and civil society, and supporting risk assessment for partnerships. The officer also participates in joint partnership and resource mobilization initiatives, supports the management of pooled funds, and develops locally tailored resource mobilization strategies. Furthermore, the position promotes partnerships to support financing for development, contributes to advocacy and dialogues, and collaborates with RCO economists and finance experts. Finally, the role contributes to knowledge management and capacity development by promoting collaboration, researching best practices, and supporting data analysis for informed decision-making.
Work Experience
A minimum of five years of progressively responsible experience in strategic partnership support, project management, or resource mobilization within development cooperation is required. Experience in developing strategic partnerships and resource mobilization strategies across government, private sector, and civil society is essential. Experience in preparing project proposals and supporting SDG financing is required. Experience in gender equality, youth participation, disability inclusion, data analytics, UN interagency coordination, knowledge management, applied partnerships in specific sectors, and public-private partnerships is desirable.
