CHIEF OF SECTION, SUPPLY CHAIN MANAGEMENT

Organizational Context

The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian and international entities, including the Gang Suppression Force, BINUH, Haitian National Police, and Haitian Armed Forces. The Chief of Section, Supply Chain Management, based in Port-au-Prince (a non-family duty station), reports to the Chief of Service and oversees all supply chain activities.

Job Purpose

The Chief of Section, Supply Chain Management is responsible for the overall management, planning, guidance, and coordination of all supply chain activities within UNSOH. This includes developing and implementing work plans, optimizing service delivery, ensuring cost-effectiveness, and managing resources. The role involves contributing to mission planning, coordinating support services with various UN components and external entities, and advising on logistical and administrative needs. The incumbent also manages human, financial, and material resources, liaises with national authorities, and supervises senior staff, ensuring compliance with UN regulations and rules while promoting continuous improvement in supply chain operations.

Responsibilities

The Chief of Section, Supply Chain Management is responsible for overseeing the mission's supply chain lifecycle, from planning to operationalization, and developing integrated supply chain work plans. This includes implementing policies, coordinating strategies, and consolidating human and financial resources. The role involves developing and implementing service optimization programs to enhance quality and efficiency, identifying and resolving bottlenecks, and establishing performance indicators. The Chief exercises managerial control over logistics and support services, coordinates requirements between UN Headquarters and mission components, and develops mission-specific procedures. Responsibilities also include setting staff performance goals, coordinating training, ensuring staff discipline and welfare, and managing budgets, human resources, and assets effectively. Furthermore, the role involves establishing robust supply chain management policies and procedures, acting as a Certifying Officer, providing strategic advice, maintaining communication with UN Headquarters, engaging with mission components, and liaising with national authorities.

Work Experience

A minimum of ten years of progressive experience in at least three supply chain management areas (e.g., acquisition, procurement, planning, logistics, warehousing, asset management, transportation, contract management) is required. This includes four years of management experience in supply chain management, with at least two years in an international setting. Experience managing complex supply chain operations in conflict/post-conflict environments and in planning/sustaining field operations is also required. Change management experience is desirable.
