Organizational Context

The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is implementing a project focused on rural agricultural value chains and climate-smart policies. This consultancy supports Component 3, led by ECLAC's Mexico Subregional Office, aiming to enhance economic and social improvements in selected rural value chains through participatory and territorial approaches.

Job Purpose

This consultancy aims to produce a report detailing international best practices and lessons learned for addressing restrictions within Cuba's sugar value chain. The output will provide ECLAC with concrete, evidence-based policy proposals for technical assistance to the Cuban government. These proposals will focus on diversifying sugarcane-derived products, improving market access, strengthening the inclusion of sugar industry actors (especially women and small-scale producers), and integrating environmental sustainability and territorial development into the sugar sector. The work will be based on ECLAC's value chain strengthening methodology and will incorporate gender, youth, and environmental sustainability perspectives.

Responsibilities

The consultant will conduct a critical analysis of the sugar value chain diagnosis and initial dialogue discussions to identify key restrictions and opportunities. They will design a research proposal for best practices and strategies, including objectives, work plan, methodology, and annotated index. This involves identifying, selecting, and analyzing international best practices and lessons learned relevant to Cuba's sugar value chain challenges. A comparative analysis will highlight the applicability of these findings to Cuba. Based on this, the consultant will formulate specific strategies for identified restrictions and opportunities, detailing responsibilities, timelines, and resources. Finally, they will consult with specialists and stakeholders on strategy relevance and incorporate gender-focused lessons learned and best practices.

Work Experience

A minimum of 7 years of experience in economic development, productive development, industrial development, rural development, agriculture, or related fields is required. Experience in the sugar value chain or its derivatives is desirable. Familiarity with the Cuban sugar industry is also considered a plus.
