Programme Management Officer
Organizational Context
The UN Department of Operational Support (DOS) provides global operational support to Secretariat entities, covering HR, health, supply chain, planning, and ICT. This role is within the Performance and Analytics Section, reporting to the Senior Programme Officer. It focuses on developing, implementing, and evaluating programmes and operations to drive continuous transformation and enhance organizational performance.
Job Purpose
The Programme Officer will support the development, implementation, monitoring, and evaluation of programmes and operations within the Performance and Analytics Section of the Department of Operational Support (DOS). This involves problem-solving and delivering analytics to foster continuous transformation and improve overall organizational performance. Key responsibilities include participating in framework development, providing strategic guidance on innovation and data integration, supporting organizational reform, conducting research and analysis, assisting in policy development, and preparing various written outputs. The role also involves supporting meetings and conducting outreach activities, all aimed at enhancing the delivery of operational support and managing major transitions for internal stakeholders.
Responsibilities
Participate in the development, implementation, and evaluation of programmes and projects focused on continuous transformation and departmental performance. Monitor and analyze implementation, review documents, identify issues, and propose corrective actions. Provide strategic guidance on integrating innovation, foresight, data, behavioural science, digitalization, and knowledge management into processes. Support organizational reform and management initiatives through action planning, monitoring, and stakeholder engagement. Research, analyze, and present information, including data visualization and analytics products. Assist in policy development by analyzing trends and conducting studies. Conduct analytical activities, design data collection tools, and analyze information to identify risks and opportunities, supporting evidence-based decision-making. Prepare written outputs such as background papers and reports. Provide substantive support for meetings and conferences. Undertake outreach activities and conduct training workshops.
Work Experience
A minimum of five years of experience in project or programme management, administration, or a related area is required. Experience in managing innovation initiatives within the UN or similar organizations is required. Experience advising senior management on data and innovation is also required. Experience with communication products, facilitating sessions, and data analysis for decision-making is desirable.
