Organizational Context
The Finance Division of the UN Secretariat, within the Department of Management Strategy, Policy and Compliance, ensures sound financial management and reporting. This Senior Finance & Budget Officer role is situated in the Financial Risk Management Service (FRMS) of the Finance Division, reporting directly to the Chief of FRMS.
Job Purpose
The Senior Finance & Budget Officer plays a crucial role in the UN Secretariat's Finance Division, contributing to the sound, effective, and efficient integrated financial management and reporting of UN resources. This position is integral to securing the Organization's financing and maintaining a strong internal control environment. The role involves planning, preparing, and administering budgets, including the medium-term plan, and ensuring compliance with legislative provisions. It also focuses on developing and implementing financial policies, improving financial processes for efficiency and cost containment, and strengthening internal controls. The officer provides expert advice, conducts financial risk assessments, and leads data analysis for informed decision-making and reporting, ensuring adherence to UN financial regulations and rules.
Responsibilities
The Senior Finance & Budget Officer is responsible for managing the preparation and revision of the medium-term plan, ensuring its accurate translation into budgets. This includes reviewing and finalizing cost estimates and budget proposals, coordinating submissions, and providing guidance to review bodies. The role involves monitoring expenditures against authorized levels and administering extra-budgetary resources, ensuring compliance with regulations. Key finance responsibilities include developing and monitoring financial policies, designing processes for efficiency and cost containment, and strengthening internal controls. The officer directs financial risk assessment and mitigation plans, develops compliance strategies, and leads data analysis for planning and reporting. Additionally, the role involves providing expert financial advice, training staff, participating in inter-departmental meetings, preparing reports for intergovernmental bodies, and acting as an Approving Officer, ensuring the integrity of financial systems.
Work Experience
A minimum of 10 years of progressive experience in accounting, finance, administration, budget, business administration, risk management, or compliance is required. This includes at least 5 years in risk management and compliance, implementing internal control frameworks (e.g., COSO), and significant experience with financial systems (e.g., SAP). Experience in reviewing financial accounting requirements, complex data analysis, and translating financial process requirements into technical specifications is also required. At least 5 years of experience in data analytics and building financial data models is necessary. Experience in developing and delivering training and within the UN system or a comparable international organization is desirable.
