The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC) in Rio de Janeiro focuses on developing and managing activities within Brazil. This role supports the office's expanding project portfolio by assisting with administrative and financial implementation.
Job Purpose
The Operations Analyst (Admin & Finance) will support the Head of the Brazil Office and the operational team in the administrative and financial implementation of UN-Habitat projects and initiatives in Brazil. This role is crucial for ensuring the sound stewardship of resources and compliance with organizational policies and donor agreements. The position contributes to the effective delivery of UN-Habitat's mandate by facilitating the management of urban development projects, supporting government partners, and ultimately helping to transform cities into more inclusive, resilient, and sustainable places. The role involves close collaboration with internal teams and external stakeholders to ensure smooth project execution and reporting.
Responsibilities
Support the administrative and financial implementation of projects, ensuring compliance with policies and procedures. Strengthen and monitor financial management processes, systems, and internal controls. Assist in budget planning, monitoring, and revisions, tracking expenditures against approved budgets. Review budget reallocations and financial provisions in agreements, ensuring compliance with donor regulations. Process and track financial transactions, including payments and vendor contracts. Maintain accurate financial and administrative records, organizing and archiving relevant project documentation. Support audits and compliance checks, and contribute to financial reporting. Liaise with program teams and finance units to resolve issues. Assist with travel arrangements and mission reports for the technical team. Prepare reports for partners and internal stakeholders. Ensure all relevant technical information is shared appropriately and produced materials are fit-for-purpose.
Work Experience
A minimum of four years of experience in program implementation and project management within public administration or international organizations, focusing on administrative and financial issues. Demonstrated experience in administrative and financial matters is essential. Experience within the United Nations System is desirable.
Skills
Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook). Mastery of technological tools, software, and online platforms. Good knowledge of project management methodologies. Professionalism, planning and organization, communication (written and verbal), and teamwork skills are essential. Ability to work in a multicultural environment and manage workload efficiently.
