The United Nations Human Settlements Programme (UN-Habitat) in Brazil, based in Rio de Janeiro, focuses on promoting sustainable urban development and policies for adequate housing. This role supports UN-Habitat Brazil's expanded portfolio by strengthening financial management capacity.
Job Purpose
The Finance Manager will provide high-quality financial management support to UN-Habitat Brazil's project portfolio, ensuring effective management, monitoring, reporting, and compliance of resources. This role is crucial for achieving project objectives and organizational priorities by offering strategic financial guidance, strengthening financial processes, and ensuring adherence to UN regulations and donor requirements. The incumbent will collaborate closely with programme, operations, and project teams to support sound financial stewardship and decision-making, contributing to the overall sustainability and success of UN-Habitat's initiatives in Brazil.
Responsibilities
Provide strategic financial guidance and coordinate financial management processes for UN-Habitat Brazil, ensuring compliance with UN Financial Regulations, IPSAS, and donor requirements. Support the review, strengthening, and monitoring of financial processes, systems, and internal controls. Offer strategic financial advice to senior management for planning and decision-making. Analyze and monitor financial performance, identify risks, and propose mitigation measures. Review financial records for accuracy and compliance. Support financial reviews of project budgets and cost-recovery mechanisms. Provide guidance and capacity-building on financial policies and donor compliance. Prepare financial analyses and management information. Coordinate consultant and vendor payments, and manage implementing partner financial agreements, including budget review, fund transfers, and reporting.
Work Experience
A minimum of eight years of progressive experience in finance, accounting, budgeting, financial reporting, or audit is required. Experience in managing finances for projects funded by multiple stakeholders/donors, budget preparation, financial monitoring, and internal controls is essential. Experience within the UN System and with ERP systems like SAP or Umoja is desirable.
Skills
Advanced proficiency in Microsoft Office, particularly Excel. Strong analytical, financial reporting, and problem-solving skills. Ability to manage multiple priorities and work under tight deadlines. Experience with technological tools and software platforms is desirable. Knowledge of project management methodologies is desirable.
