ASSISTANT HUMAN RIGHTS OFFICER
Organizational Context
This position is within the Human Rights Service of the United Nations Assistance Mission in Afghanistan (UNAMA), based in the Kabul Regional Office. The Assistant Human Rights Officer reports to the Human Rights Officer/Team Leader, contributing to the mission's human rights mandate and activities.
Job Purpose
The Assistant Human Rights Officer supports the planning, coordination, and implementation of UNAMA's human rights mandate, focusing on civilian protection, fundamental freedoms, and various rights issues including those of women, children, and vulnerable groups. The role involves researching, collecting, and analyzing human rights information, integrating UN methodologies for monitoring and reporting, and liaising with local authorities and stakeholders. The position also contributes to mainstreaming human rights within UN activities, developing recommendations, and conducting awareness-raising initiatives. The officer will participate in field missions, draft reports, and provide interpretation and translation services as needed.
Responsibilities
Assists in planning, coordinating, and implementing activities related to the UNAMA human rights mandate, including protection of civilians, fundamental freedoms, and rights of vulnerable groups. Integrates gender perspectives and women's/girls' rights into all activities. Researches, collects, verifies, analyzes, and synthesizes human rights information. Applies UN methodologies for monitoring, reporting, and investigations. Liaises with de facto authorities, civil society, and UN agencies. Develops initiatives to address human rights violations and assists in fact-finding for international law violations. Verifies and enters human rights violation cases into databases. Conducts detention monitoring visits. Analyzes data for situational awareness and reports using data visualization. Drafts reports, briefings, and communications. Formulates recommendations for human rights promotion and protection. Mainstreams human rights in UN mission and agency activities. Interacts with other UN components and agencies. Supports dialogue on human rights norms and standards. Designs and delivers human rights awareness programs. Organizes and participates in field missions. Provides translation and interpretation services.
Work Experience
Two years of progressively responsible experience in human rights, social work, or legal affairs is required. Experience with international human rights standards and mechanisms, human rights monitoring and reporting, and capacity-building for human rights promotion is essential. Project management experience is desirable.
