Job Purpose
This role serves as an Evaluation Consultant for the Terminal Evaluation of the UNEP/GEF project "Creation of additional biosafety capacities that lead to a full implementation of the Cartagena Protocol on Biosafety in Cuba." The consultant will assess the project's performance, outcomes, and impacts, identifying lessons learned for future projects. The assignment involves a desk review, data collection, analysis, and reporting, contributing to accountability and operational improvement within UNEP and its partners. The consultant will deliver an inception report, a draft report, and a final evaluation report over an 8-month period.
Responsibilities
The Evaluation Consultant will manage the evaluation process and deliver timely outputs. Key responsibilities include conducting a preliminary desk review and introductory interviews, reconstructing the project's Theory of Change, and preparing an evaluation framework. The consultant will develop protocols for data collection, plan the evaluation schedule, and submit an Inception Report. During the data collection phase, responsibilities involve conducting further desk reviews, in-depth interviews with stakeholders, and potentially evaluation missions to project sites. The consultant will report progress regularly to the Evaluation Manager and Project/Task Manager. Finally, the consultant will draft and finalize the Main Evaluation Report, including a response to comments, and potentially an Evaluation Brief summarizing key findings.
Work Experience
A minimum of ten years of technical and evaluation experience is required, preferably including experience with large, regional, or global programs and utilizing a Theory of Change approach. A broad understanding of Biosafety and related areas is desirable, as is knowledge of the UN system and UNEP's work.
Skills
Evaluation expertise, project assessment, data collection and analysis, report writing, understanding of Biosafety, knowledge of the UN system, fluency in English and Spanish.
