National legal consultant for drafting by-laws to implement the law on Flexible Work Arrangements in Lebanon
Organizational Context
The United Nations Economic and Social Commission for Western Asia (ESCWA) is seeking a National Legal Consultant to support the implementation of Lebanon's new Law No. 3/2025 on Flexible Work Arrangements. This role is remote and will contribute to aligning internal regulations and developing necessary by-laws for effective and equitable employment.
Job Purpose
The purpose of this consultancy is to provide expert legal advice and technical assistance to the Lebanese Ministry of Labour and the National Social Security Fund (NSSF) for the effective implementation of Law No. 3/2025. This involves reviewing and reforming existing by-laws and internal regulations to ensure consistency with the new law on flexible, part-time, and remote work arrangements. The consultant will play a crucial role in developing draft by-laws that facilitate the law's implementation, prevent misuse, and support the advancement of women's economic participation by reducing employment barriers. The work is essential for guiding actuarial studies and ensuring the reform's benefits are utilized appropriately and fairly, contributing to a modernized labour and social protection framework in Lebanon.
Responsibilities
The consultant will conduct a comprehensive desk review of the Ministry of Labour's and NSSF's relevant rules, regulations, and by-laws. A key responsibility is to ensure alignment and consistency between these internal regulations and the new Labour Law concerning flexible work arrangements. The consultant will also undertake consultations with stakeholders to assess the relevance and consequences of various implementation options. Furthermore, the role involves proposing draft by-laws for the Ministry of Labour specifically related to flexible work arrangements and suggesting monitoring and evaluation procedures for the amended labour law. Regular updates on work progress are expected throughout the consultancy.
Work Experience
A minimum of 5 years of professional work experience in law reform and related changes is required. Experience working on labour law and/or social security laws is desirable. Prior experience with labour and social security laws in Lebanon is also desirable.
Skills
Expertise in Lebanese law, law reform, labour law, social security law, by-law drafting, stakeholder consultation, and monitoring and evaluation procedures. Fluency in Arabic is required; knowledge of French and English is desirable.
