Information Management Consultant

Organizational Context

The UN Secretariat, specifically UNRWA's Programme Infrastructure/Engineering - Headquarters Amman, seeks an Information Management Consultant. This role, based in Amman, Jordan, will operate under the Director of the Infrastructure and Camp Improvement Programme. The consultant will focus on enhancing information management systems, tools, and workflows across Headquarters and Field Offices to improve data quality and decision support.

Job Purpose

The Information Management Consultant will play a crucial role in reviewing, strengthening, and harmonizing UNRWA's Infrastructure and Camp Improvement Programme (ICIP) information management systems. This involves improving data quality, standardization, analysis, and decision-support capabilities across both Headquarters and Field Offices. The consultant will contribute to the development of UNRWA's geo-spatial portal, provide technical and analytical support for data structures and reporting tools, and ensure the usability of information products for planning, monitoring, and oversight. The ultimate goal is to enhance the effectiveness and efficiency of ICIP's operations through robust information management practices and reliable data-driven insights, supporting management and technical teams.

Responsibilities

The consultant will conduct a comprehensive review of existing information management systems, tools, datasets, and reporting workflows, providing practical recommendations for improvement. Key responsibilities include harmonizing information management tools, reporting templates, and datasets to ensure consistency and reduce duplication. The role involves contributing to the development of UNRWA's geo-spatial portal by providing feedback and technical review. Furthermore, the consultant will support the enhancement of data structures, reporting tools, and analytical workflows to improve data quality and usability for reporting, project monitoring, and programme oversight. This includes developing information products like dashboards and maps, supporting FMIS-related reporting from Field Offices, and consolidating/validating project data. The consultant will also promote data standards, documentation practices, and quality assurance measures, while coordinating with various departments and Field Offices to strengthen reporting flows and provide user support for information management tools.

Work Experience

A minimum of five years of progressive experience in data management, data analysis, information technology, GIS, data collection, or administration is required. This includes a minimum of two years of international experience outside UNRWA and the candidate's home country. Demonstrated experience in developing dashboards, reporting tools, or other information products for operational use is essential. Experience coordinating with multiple stakeholders and presenting technical information to non-technical audiences is also required.

Skills

Strong analytical and statistical skills (quantitative and qualitative). Expertise in GIS (especially ArcGIS), data visualization, and survey methodologies. Knowledge of international data standards and data protection principles. Ability to coordinate across multiple stakeholders and agencies. Strong planning and organizational skills. Ability to translate technical analysis into decision-useful outputs. Excellent communication and capacity-building skills. Excellent written and spoken English is required; knowledge of Arabic is desirable.
