The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is seeking a consultant to evaluate the Development Account Project 2326Q. This project focuses on resilient health systems and universal health coverage in Latin America and the Caribbean. The consultant will report to the Programme Planning and Evaluation Unit (PPEU) within ECLAC.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive evaluation of the Development Account Project 2326Q, assessing its impact on resilient health systems and universal health coverage in Latin America and the Caribbean. The role involves utilizing various data collection methods, including desk reviews, surveys, and interviews, to gather information and analyze project outcomes. The consultant will be responsible for producing key deliverables such as a work plan, inception report, draft final evaluation report, and a final presentation of findings. This evaluation aims to identify lessons learned, best practices, and the project's contribution to sustainable development goals, ensuring the process adheres to high professional and ethical standards.
Responsibilities
The consultant will be responsible for conducting a thorough evaluation of the Development Account Project 2326Q. Key duties include developing a work plan and inception report, performing desk reviews and secondary data analysis of project documentation, and creating and administering surveys to beneficiaries and stakeholders. The consultant will also conduct semi-structured interviews and focus groups to validate findings. A significant part of the role involves preparing a draft final evaluation report and a final evaluation report, including a presentation of results. The evaluation will emphasize identifying lessons learned, good practices, sustainability, and replicability, while adhering to UNEG ethical guidelines and considering human rights, gender equality, disability inclusion, and environmental issues.
Work Experience
A minimum of seven years of progressive experience in programme/project evaluation is required. At least two years of experience in public policies, social policies, or health policies is highly desirable. Experience with at least three evaluations for international development organizations is required, with a preference for experience in Regional Commissions and UN projects. Familiarity with quantitative and qualitative research methods is essential.
