Senior Technical Consultant for the Brazilian Emissions Trading

Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority. The UNEP Latin America and the Caribbean Office (LACO) supports regional sustainable development. This role supports the Ministry of Finance of Brazil in designing sectoral regulations for the Brazilian Emissions Trading System (SBCE), acting as a methodological bridge between the SBCE and the Brazilian Sustainable Taxonomy (TSB).

Job Purpose

This Senior Technical Consultant role is crucial for developing a Sectoral Baseline Study for Brazil's chemicals sector. The consultant will provide direct technical input to the Ministry of Finance for designing SBCE regulations. The work involves coordinating with various Brazilian entities and UNEP teams to ensure methodological consistency between the SBCE and the Brazilian Sustainable Taxonomy (TSB). The purpose is to establish emission baselines and benchmarks that align with decarbonization pathways and regulatory requirements, supporting Brazil's transition to a regulated carbon market and sustainable finance framework.

Responsibilities

The consultant will develop a Sectoral Baseline Study for the chemicals sector, focusing on organic and inorganic components. This includes mapping the sector, identifying facilities exceeding emission thresholds (10,000 and 25,000 tCO2e), and defining the regulatory perimeter. Key duties involve developing sector-specific emission factors, carbon-intensity benchmarks, and Monitoring, Reporting, and Verification (MRV) protocols. The role requires assessing the sector's technical capacity for MRV obligations, identifying transition challenges, and providing technical advice to public authorities and industrial associations. Coordination with UNEP LACO, the Ministry of Finance, SBCE governance bodies, and parallel sectoral study teams is essential to ensure methodological consistency and validate findings with industry stakeholders.

Work Experience

Requires six years of professional experience in industrial GHG emissions accounting, sectoral baselines, carbon market design (ETS), or industrial decarbonization. Experience in formulating sectoral climate policy, emissions benchmarking, and knowledge of MRV systems are desirable. Hands-on experience developing emission factors, carbon-intensity benchmarks, or MRV protocols is beneficial. Experience advising public authorities or industrial associations on ETS implementation is also desirable.
