Organizational Context
The Programme Management Officer role is within the Programme Management Unit (PMU) of the Corruption and Financial Crime Branch (CFB), Division for Treaty Affairs (DTA) at the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The position reports to the Programme Management Officer leading the PMU and works under the overall guidance of the Chief of the Branch.
Job Purpose
This role is responsible for managing the results-based planning, monitoring, and reporting of the Corruption and Financial Crime Branch's (CFB) overall program, including regular budget-financed activities and extrabudgetary projects. The incumbent will manage relationships with key donors, prepare and oversee agreements with implementing partners, and contribute to countering corruption initiatives. The purpose is to ensure accurate, transparent, and timely reporting, support strategic planning, and facilitate the effective implementation of CFB's mandate to assist Member States in strengthening frameworks against corruption and financial crime, promoting transparency, and reinforcing international cooperation.
Responsibilities
Key responsibilities include managing results-based planning, monitoring, and reporting for the CFB program. This involves ensuring high-quality inputs and documentation, gathering and organizing data, and enhancing methodologies for monitoring and evaluation. The role requires collecting and analyzing data to support results-based management and strategic priority setting, providing guidance on data collection, and ensuring timely narrative reporting to corporate requirements and donors. Additionally, responsibilities include contributing to the development and enhancement of monitoring and reporting applications, developing and reviewing theories of change and logical frameworks, and providing substantive input to strategic planning. The role also involves contributing to project work plans, monitoring their implementation, and proposing corrective actions. Further duties include preparing and conducting evaluations, participating in project development and implementation, preparing and managing agreements with implementing partners, and contributing to fund-raising activities by preparing materials and maintaining donor relationships. The incumbent will also provide substantive support to meetings and prepare various written outputs, including background papers and reports, and utilize data visualization methods for informed decision-making.
Work Experience
A minimum of five years of progressively responsible professional experience in project or programme management, including results-based planning, monitoring, evaluation, and reporting, is required. This must include at least three years of experience in data collection, management, and advanced data analysis. Additionally, three years of experience in preparing, negotiating, and managing agreements with implementing partners, and three years of experience in implementing, monitoring, and reporting on anti-corruption projects are necessary. Experience with digital monitoring applications and donor relationship management is desirable.
