International Consultant for the development of the United Nations Moldova’s Cooperation Framework 2028-2032
Organizational Context
The United Nations Moldova is developing its Cooperation Framework (CF) for 2028-2032, serving as the primary strategic tool for planning and delivering development support. This framework will guide the UN system's collective contribution to national development priorities and the 2030 Agenda, informed by evaluations and country analysis. The role sits within the Resident Coordinator's Office (RCO).
Job Purpose
The purpose of this role is to lead the design and methodology for the new UN Moldova Cooperation Framework (CF) 2028-2032. The consultant will facilitate comprehensive consultations with diverse stakeholders, including government, UN entities, development partners, civil society, academia, youth, media, and the private sector. Key responsibilities include drafting core components of the CF, such as the theory of change, results framework, and narrative, ensuring alignment with national development priorities, the SDGs, and Moldova's EU accession trajectory. The ultimate goal is to produce a finalized CF document, endorsed by the Government of Moldova, which will guide joint UN programming from 2028 onwards.
Responsibilities
The consultant is responsible for the overall preparation, implementation, and administration of the CF development process. This includes conducting a desk review and developing an Inception Report with a detailed methodology and work plan. The role involves regular communication and coordination with the Resident Coordinator (RC), RC Office (RCO), UN Country Team (UNCT), and other relevant groups. Key duties include developing and implementing methodologies for eliciting UNCT inputs, facilitating strategic prioritization and validation processes with all partners, and providing quality assurance for the process and inputs. The consultant will formulate the CF 2028-2032, integrate feedback from all stakeholders, prepare the UNCT configuration exercise, and develop presentation materials. The final deliverable is the approved CF document, which must align with corporate guidelines and support Moldova's EU integration.
Work Experience
A minimum of 10 years of professional experience in international development initiatives, working with development organizations, is required. Experience in systems thinking, applying qualitative and quantitative analytical methods, and preparing strategic/programming documents is essential. Familiarity with the UN system, reform processes, country-level programming, the 2030 Agenda, and the EU accession context is also necessary.
