The United Nations Office on Drugs and Crime (UNODC) provides technical assistance to Member States to combat corruption and financial crime. The UNODC Corruption and Financial Crime Hub for Africa supports reforms through partnerships and coordinated assistance. This role supports UNODC's mandate stemming from UNCAC Resolution 11/7, focusing on strengthening political party financing transparency and accountability.
Job Purpose
This consultancy aims to support UNODC in implementing UNCAC Resolution 11/7, focusing on enhancing transparency and accountability in political party and campaign financing in select African countries. The consultant will contribute to improved legal and institutional frameworks by conducting research, developing recommendations, and providing technical assistance. The role involves coordinating with implementing partners and stakeholders to ensure effective and aligned efforts in strengthening political finance integrity, ultimately contributing to the project's expected outcomes of increased national understanding and uptake of Resolution 11/7 standards.
Responsibilities
The consultant will conduct a regional study on existing policies and practices related to political party and campaign financing in select African countries, identifying gaps and developing recommendations for increased transparency and accountability. This includes desk research, fieldwork, and stakeholder consultations. The consultant will also provide targeted advisory support to countries, including legislative and regulatory drafting workshops, and facilitate inter-agency cooperation. Key deliverables include a regional study report and country-specific technical support packages and reports detailing recommendations for legal and institutional framework development, stakeholder consultations, legislative reviews, and training provided.
Work Experience
A minimum of ten years of professional experience in anti-corruption, governance, rule of law, or integrity sectors is required. Proven experience in electoral integrity, transparency, and accountability is necessary. Experience in capacity development within the governance and rule of law sector in Africa, conducting needs assessments, and developing programs for electoral integrity is also required.
Skills
Demonstrated analytical, communication, and report writing skills are required. Ability to interact effectively with governmental agencies, good interpersonal skills, and organizational proficiency are desirable. Experience reporting to senior government levels on complex political party financing issues and expertise in international development cooperation related to integrity and democratic governance assessments are also desirable.
