Organizational Context
ONU-Hábitat, the UN Human Settlements Programme, promotes sustainable urban development globally. This consultancy supports a project in Costa Rica focused on enhancing urban resilience and infrastructure through a climate adaptation building code. The role operates within the Mesoamerica office, collaborating with regional and headquarters teams, and national government entities.
Job Purpose
This consultancy aims to contribute to the "Improvement of urban resilience and infrastructure in Costa Rica through the development of a climate adaptation building code" project. The consultant will develop key project components and deliverables, including a work plan, interview reports, an assessment of obstacles and vulnerable groups, analysis of financing strategies, and recommendations for financial transparency and monitoring. The role involves extensive collaboration with various stakeholders, ensuring technical coherence and quality of the final integrated product, ultimately supporting Costa Rica's efforts to mitigate climate change impacts on vulnerable settlements and infrastructure.
Responsibilities
The consultant is responsible for developing key project components and deliverables, including a work plan, interview reports, and an assessment of obstacles, gender, and vulnerable groups. They will lead the analysis of financing and insurance strategies for climate-resilient infrastructure, identifying viable business models, public-private mechanisms, and partnerships. This includes analyzing insurance gaps for climate risks and recommending regulatory frameworks. The consultant will also provide recommendations for financial transparency and monitoring to prevent illicit financial activities. Furthermore, they will assess the integration of gender and vulnerable group approaches in climate-resilient infrastructure financing and organize workshops and interviews with experts to validate proposals and gather input. Collaboration with internal teams, external consultants, and UN officials is crucial for synergy and coordination.
Work Experience
A minimum of 5 years of experience in developing and/or analyzing strategies in Costa Rica related to climate financing and infrastructure projects is required. Experience in public finance and land management, including specific instruments like trusts and climate funds, is essential. Knowledge of Costa Rican legal frameworks for urban planning and environmental management is also necessary.
Skills
Strong analytical skills, knowledge of climate change adaptation strategies, experience in integrating climate adaptation policies, expertise in financial and insurance strategies for climate-resilient infrastructure, understanding of public finance and land management instruments, knowledge of national and international legal frameworks related to climate change and construction, excellent written and oral communication skills in Spanish and English.
