Organizational Context

The UN Secretariat, through the Resident Coordinator System, coordinates UN development activities at the country level. Established by General Assembly resolution 72/279, this system ensures impartial, empowered, and sustainable development-focused coordination, led by the Resident Coordinator (RC) as the highest-ranking UN representative. The RC leads UN Country Teams, ensuring accountability for the UN Sustainable Development Cooperation Framework and coordinating support for the 2030 Agenda.

Job Purpose

The Resident Coordinator (RC) serves as the highest-ranking UN development system representative at the country level, leading UN Country Teams and ensuring system-wide accountability for the UN Sustainable Development Cooperation Framework and the implementation of the 2030 Agenda. The role involves representing the UN at the highest state levels, fostering engagement with diverse national and international partners to address development needs and challenges. The RC coordinates UN system-wide support, advocates for UN values and the SDGs, and leverages UN expertise to achieve collective results. This includes managing financing instruments, promoting normative agendas, fostering collaboration, and enhancing strategic communication to advance the UN's mission and generate public support. The RC also oversees security coordination when appointed as Designated Official and manages the Resident Coordinator's Office.

Responsibilities

Represents the UN at the highest levels, engaging government, civil society, and partners to advance the 2030 Agenda and SDGs. Leads the UN Country Team in developing, monitoring, and implementing the UN Cooperation Framework. Coordinates system-wide UN support, identifying and mitigating risks to SDG achievement. Advocates for UN values, human rights, gender equality, and the commitment to leave no one behind. Forges strategic partnerships with diverse national and sub-national entities. Leverages UN system expertise to improve shared results, ensuring alignment with national needs and reducing fragmentation. Oversees country financing instruments and pursues funding for joint UN efforts. Leads normative engagement and fosters an enabling environment for collaboration and knowledge sharing. Facilitates access to resources for innovation and sustainable development. Enhances strategic communication to promote UN system efforts and collective results. Coordinates country-level security when appointed as Designated Official. Promotes staff learning and implements relevant policies. Manages dual reporting systems and advances common UN business operations. Leads humanitarian response coordination when necessary and facilitates integration with peacekeeping missions in conflict settings. Provides strategic guidance to the Resident Coordinator's Office.

Work Experience

Requires over 15 years of substantive international leadership experience, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous Resident Coordinator experience is mandatory. Senior-level inter-agency coordination experience may substitute for RC experience. Experience in managing humanitarian programs and advocacy at the country level is desirable.
