Job Purpose
This consultancy aims to strengthen the technical capacities of the Government of the State of Alagoas in Brazil for the production, analysis, and utilization of data and indicators for public policy planning, monitoring, and evaluation. The consultant will be responsible for designing and delivering a training course on Indicators for Public Policy Monitoring to state government officials. The course will cover key aspects of monitoring and evaluation, indicator development, data analysis, communication for decision-making, and the integration of Sustainable Development Goals (SDGs) and inequality perspectives into public policy. The ultimate goal is to foster evidence-informed decision-making and enhance the effectiveness of public policies within the state's Multiannual Plan.
Responsibilities
The consultant will develop comprehensive training materials, including slide presentations, covering objectives, agenda, methodology, and practical activities for the Public Policy Monitoring Indicators course. They will design and deliver this training course in coordination with UN-Habitat and the State Government, ensuring the integration of theoretical and practical content on public policy monitoring, indicator development, evidence-informed decision-making, and SDG integration. Responsibilities also include systematizing training results, reporting on content, methodology, participants, and lessons learned. The consultant must ensure ethical principles, active listening, respect for diversity, and a safe learning environment. They will participate in alignment and validation meetings, and prepare reports according to ABNT guidelines and UN-Habitat standards. Additionally, the consultant must complete required security training and adhere to UN security protocols.
Work Experience
A minimum of six years of professional experience in data and public management in Brazil is required. Desirable experience includes knowledge of international, national, and subnational Monitoring, Evaluation, Accountability, and Learning (MEAL) practices, capacity building for public sector teams, and previous experience within the UN system.
Skills
Strong capacity to deliver training for public sector staff; ability to conduct theoretical and practical activities using agile and participatory approaches; excellent written and spoken Portuguese; proficiency in Microsoft Windows and Office. Competencies include professionalism, planning and organization, communication, and teamwork.
