The United Nations Office of Counter-Terrorism (UNOCT) was established in June 2017 to provide leadership on counter-terrorism mandates, enhance system-wide coordination, strengthen capacity-building assistance to Member States, improve visibility and resource mobilization, and ensure due priority for counter-terrorism efforts. This National Professional Officer position is within the Special Projects and Innovations Branch, based in Maputo, Mozambique, supporting the operationalization of the National Counter Terrorism Centre and its strategy.
Job Purpose
This role serves to lead the implementation, monitoring, and evaluation of programmes and operations within an assigned functional area, specifically supporting the operationalization of Mozambique's National Counter Terrorism Centre and its strategy. The National Professional Programme Officer will provide crucial support to the Head of the Law Enforcement Unit and Chief of the Special Projects and Innovations Branch. Key contributions include managing inter-governmental relations, securing donor support, coordinating outreach with national interlocutors and institutions, particularly within the security sector, and offering expert advice on programmes and policies. The role involves developing, implementing, and evaluating projects, analyzing trends, preparing research, and facilitating workshops to support change management and policy development, ensuring alignment with international counter-terrorism efforts.
Responsibilities
The National Professional Programme Officer is responsible for developing, implementing, and evaluating assigned programmes and projects, including monitoring their progress and identifying corrective actions. This involves liaising with relevant parties and ensuring follow-up. The role supports senior management by managing inter-governmental relations, donor support, and coordinating outreach with national institutions, especially within the security sector, providing local expertise. Responsibilities include conducting consulting assignments, facilitating workshops, and developing action plans for change management. The officer will research, analyze, and present information from diverse sources, coordinate policy development, and design data collection tools for analysis and interpretation. Additionally, the role involves preparing written outputs such as reports and publications, providing substantive support for meetings and conferences, and initiating outreach activities, including training workshops and presentations. Participation in complex field missions and guidance to external parties are also key duties.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management is required. Essential experience includes direct operational engagement and strategic coordination with national security structures, and advising government counterparts or security sector leadership on Security Sector Reform or rule-of-law initiatives. Experience in preventing or countering terrorism is desirable.
