SECURITY OFFICER (Admin Officer)
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces. UNSOH also delivers technical assistance to the Organization of American States. The Security Officer is part of the UN Security Management Team, contributing to security plans and operating from Port-au-Prince.
Job Purpose
The Security Officer plays a crucial role in preserving the safety and security of UN personnel, assets, and operations within the mission area. This involves contributing to office management, implementing and evaluating security plans, and analyzing security risks. The role requires coordinating security operations, maintaining communication with stakeholders, and providing security advice and training to UN personnel and their dependents. Additionally, the incumbent will identify training needs, recommend capability enhancements, and manage security equipment procurement and maintenance. The position also involves supervising identity card issuance, background checks, and entry controls, acting as Duty Officer, and overseeing administrative aspects of the security unit, including budget, human resources, and procurement.
Responsibilities
The Security Officer is responsible for contributing to office management and potentially supervising a Security Unit. Key duties include serving as a member of the Security Cell, implementing and evaluating security plans, and analyzing operational security risks. The role involves monitoring, conducting, and coordinating security operations, and maintaining communication with security focal points and stakeholders. The incumbent will brief superiors on unit status, provide security advice and training, and identify training needs and capability gaps. Responsibilities extend to drafting requirements for security equipment procurement, inspecting equipment, and supervising identity card issuance, background checks, and entry controls. The Security Officer will also act as Duty Officer and coordinate human resource activities, including recruitment and performance appraisal. Furthermore, the role involves leading work program implementation within budgetary constraints, guiding financial administration, and overseeing procurement, billing, and vendor contract management.
Work Experience
A minimum of ten years of progressive security management experience is required, either within an international security system or a recognized civilian/military entity. This requirement is reduced to five years for candidates with a first-level university degree. Additionally, two years of experience with UMOJA BPC or similar budget/supply chain planning tools is necessary. Three years of international experience in security section budget and human resources management, including two years in a conflict or post-conflict environment, is also required.
