The United Nations Office on Drugs and Crime (UNODC) provides technical assistance to Member States to prevent and counter corruption, financial crime, money laundering, and terrorism financing. The Corruption and Financial Crime Hub for Africa strengthens UNODC's field-based infrastructure and global reach, supporting reforms through partnerships and coordinated assistance. This role supports UNODC's mandate following the adoption of UNCAC Resolution 11/7 on political finance transparency.
Job Purpose
This consultancy aims to support UNODC in implementing UNCAC Resolution 11/7, focusing on strengthening political party financing integrity in Africa. The role involves reviewing existing legislation, regulations, policies, and practices related to political party and campaign financing in target countries. The consultant will develop recommendations to mitigate corruption and illicit financial flows, support the delivery of training and technical assistance, and coordinate with implementing partners and stakeholders to ensure alignment and maximize the impact of UNODC's assistance. The ultimate goal is to enhance national understanding and uptake of Resolution 11/7 and improve legal and institutional frameworks governing political finance.
Responsibilities
Conduct a regional study on political party and campaign financing in select African countries, including developing a methodology, undertaking research and fieldwork, and identifying legislative gaps. Develop a study report with recommendations and proposed priority interventions. Support UNODC in organizing a regional forum or technical sessions and finalize the report based on stakeholder feedback. Provide targeted advisory support to select African countries, including conducting stakeholder consultations, reviewing legislation, leading drafting workshops, and facilitating inter-agency cooperation to strengthen political party financing frameworks. Deliver technical support packages to target countries and produce reports detailing legal and institutional framework development, stakeholder consultations, legislative reviews, and training provided.
Work Experience
A minimum of ten years of professional experience in anti-corruption, governance, rule of law enforcement, or integrity sectors is required. Proven experience in electoral integrity, transparency, and accountability is necessary. Demonstrable understanding of capacity development in the governance and rule of law sector in Africa is required. Experience in needs assessments, scoping missions, and developing electoral integrity programs is also required.
Skills
Demonstrated analytical, communication, and report writing skills. Ability to interact with governmental agencies. Good interpersonal and organizational skills. Proven ability to work independently and in challenging environments. Experience reporting to senior government levels on complex political financing issues is desirable. Professional expertise in international development cooperation, integrity, and democratic governance assessments is desirable.
