The United Nations Conference on Trade and Development (UNCTAD) seeks a consultant to enhance the capacity of national statistical offices and related institutions in Caribbean Small Island Developing States (SIDS). This role will focus on improving the production of statistics and indicators related to maritime trade and marine fishing, contributing to UNCTAD's broader objectives in sustainable development and data capacity building.
Job Purpose
The purpose of this consultancy is to guide and assist government agency experts in Barbados and Belize in establishing a robust statistical production system for seaborne trade and marine fishing data, including associated CO2 emissions. The role involves supporting the compilation of detailed statistics on imports and exports by sea, marine fishing output, and their environmental impact. This contributes to UNCTAD's efforts to develop comprehensive maritime trade indicators and support climate change mitigation strategies within SIDS, ensuring data aligns with established compilation guidelines and project objectives.
Responsibilities
Guide and assist government experts in Barbados and Belize in setting up a statistical production system for seaborne trade and marine fishing data, including CO2 emissions. Support the annual compilation of statistics on goods imported and exported by sea, covering value, volume, transport work, shipping time, costs, fuel consumption, and CO2 emissions. Assist in breaking down data by trading partner, commodity group, vessel type, and trader characteristics. Facilitate the compilation of statistics on marine fishing output, fleet size, and CO2 emissions, categorized by fish species, fishing type, vessel details, and fisher characteristics. Participate remotely in national taskforce meetings, providing insights and incorporating tools into compilation guidelines. Ensure the production of statistics aligns with the project's developed guidelines and objectives.
Work Experience
Requires at least 3 years of experience in processing and geo-spatial analysis of environmental data. Experience in processing and analyzing high-volume data on international trade, vessel voyages (e.g., AIS/VMS), and emissions is essential. Desirable experience includes research related to the IMO GHG Strategy, capacity building in developing countries (especially SIDS), and knowledge of environmental or energy systems.
