Organizational Context
This Programme Management Assistant position is within the Development, Economic, Social and Cultural Rights Branch (DESC) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The role reports to the Chief of the Economic, Social and Cultural Rights Section (ESCRS), supporting the branch's mandate and scope.
Job Purpose
The Programme Management Assistant provides crucial support to the Economic, Social and Cultural Rights Section (ESCRS) under the supervision of its Chief. This role is integral to the efficient planning, coordination, and implementation of programmes and projects within the branch. The incumbent will manage administrative aspects, including budget monitoring, document review, and liaison with various organizational units. Key contributions include ensuring compliance with procedures, facilitating administrative actions such as personnel recruitment and travel, and maintaining accurate project delivery data. The position also involves drafting correspondence, preparing reports, and providing general office assistance, thereby ensuring the smooth operation and effective delivery of the section's objectives and contributing to the overall mandate of OHCHR.
Responsibilities
The Programme Management Assistant is responsible for coordinating programme and project planning, monitoring proposals, and managing documentation for review and approval. This includes reviewing project documents, cost plans, and budgets for compliance, and processing budget revisions. The role serves as a key administrative liaison for programme implementation, coordinating actions such as personnel recruitment, travel arrangements, and procurement. Responsibilities also encompass compiling and summarizing project delivery data, drafting status reports, and identifying potential issues like budget overruns. Additionally, the incumbent will draft correspondence, prepare periodic reports and briefing notes, and provide general office support, including managing correspondence, maintaining files, and organizing meetings. Training junior staff and assisting with data analysis and information material updates are also part of the duties.
Work Experience
A minimum of five years of experience in programme or project administration, technical cooperation, or a related field is required. Experience in budget/cost planning, preparing travel arrangements for delegations and staff, and project management is also necessary. Experience in data analytics, working within the UN system, or using ERP systems like Umoja is desirable.
