Organizational Context
This position is within the Business and Administrative Solutions Team (BAST) of the Information Technology Service (ITS) at the United Nations Office at Vienna / United Nations Office on Drugs and Crime (UNOV/UNODC). Located in Vienna, Austria, the team is part of the Division for Management. The incumbent reports to the Programme Management Officer.
Job Purpose
The Information Systems Officer is responsible for managing the development and rollout of a new UNOV/UNODC asset tracking and inventory system using the PowerPlatform development stack. This includes developing project plans, coordinating deployment, providing technical guidance to the development team, and ensuring timely delivery of project milestones. The role involves designing and overseeing the PowerPlatform solutions architecture, managing system environments, and establishing deployment processes. Additionally, the officer will facilitate communication between ITS and stakeholders, manage reusable components, and analyze data to provide insights for decision-making. The position requires ensuring effective use of technologies and existing systems, including Office 365 and SAP Umoja, and performing other related duties.
Responsibilities
Manage the end-to-end development and rollout of the new UNOV/UNODC asset tracking and inventory system, adhering to software development standards and utilizing the PowerPlatform stack. Develop detailed project plans and coordinate deployment activities with technical teams and client focal points. Provide technical expertise to the development team, ensuring timely delivery of outputs against project milestones. Design, develop, and oversee the solutions architecture for PowerPlatform environments, ensuring system integration, data security, and module interconnectivity. Manage, maintain, and configure system environments, establish standard deployment processes, and implement operational controls. Coordinate the work of technical developers and provide system architecture guidelines. Create and manage reusable components within PowerPlatform Component Libraries to accelerate application development. Facilitate communication between ITS and project stakeholders, establishing and maintaining a governance process. Identify and propose corrective actions for project issues. Liaise with technical staff to ensure effective utilization of technologies like Office 365 and SAP Umoja. Analyze data to identify trends and provide insights through visualizations for data-driven planning and reporting.
Work Experience
A minimum of five years of professional experience in planning, designing, developing, implementing, and supporting enterprise applications is required. Specific experience with enterprise-scale asset tracking or inventory management solutions using Microsoft Power Platform is essential. At least two years must involve designing, developing, and managing PowerPlatform solutions, including architecture and security. Two years of experience integrating Power Platform with enterprise systems like SAP or Microsoft 365 is also required. Experience with project budgeting and reporting is desirable.
