This role supports the Ministry of Finance of Brazil in designing sectoral regulations for the Brazilian Emissions Trading System (SBCE). The consultant will coordinate with Brazilian authorities, UNEP FI LAC Policy team, and other technical consultants to ensure methodological consistency between SBCE and the Brazilian Sustainable Taxonomy (TSB).
Job Purpose
The Senior Technical Consultant will lead the technical development of a Sectoral Baseline Study for the glass and ceramics manufacturing sector. This study serves as a direct input to the Ministry of Finance of Brazil for designing SBCE regulations. The role involves ensuring methodological consistency between the SBCE and the Brazilian Sustainable Taxonomy (TSB), acting as a bridge between these two critical instruments. The consultant will contribute to defining emission thresholds, developing sector-specific emission factors, and establishing carbon-intensity benchmarks, ultimately supporting Brazil's transition to a regulated carbon market and its sustainable finance agenda. The work is crucial for aligning industrial practices with national climate goals and international commitments.
Responsibilities
Lead the technical development of a Sectoral Baseline Study for the glass and ceramics sector, focusing on emissions accounting, baselines, and MRV systems. Develop sector-specific emission factors and carbon-intensity benchmarks aligned with international standards and Brazilian conditions. Define the regulatory perimeter and identify facilities potentially exceeding emissions thresholds (10,000 and 25,000 tCO2e/year). Assess the technical capacity of the sector for emissions measurement and transition to mandatory monitoring plans. Coordinate closely with the Ministry of Finance of Brazil, UNEP FI LAC Policy team, and other technical consultants to ensure methodological consistency across related studies and instruments like the TSB. Engage with industrial associations and stakeholders to gather necessary data and validate findings. Prepare and deliver technical reports, work plans, and methodologies, incorporating feedback from Brazilian authorities.
Work Experience
Requires six years of professional experience in industrial GHG emissions accounting, sectoral baselines, MRV systems, carbon market design (ETS), or industrial decarbonization. Experience in formulating sectoral climate policy, developing sectoral baselines, or emissions benchmarking for industrial sectors is desirable. Hands-on experience with emission factors, carbon-intensity benchmarks, and MRV protocols for hard-to-abate industrial sectors is also desirable.
