National Consultant- Saint Lucia-Preparation of national inventory of banks of waste-controlled substances and development of a national plan for management of these substances (decision 91/66)

Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority. Its Law Division collaborates with various entities to develop and implement environmental policies. The UNEP OzonAction Branch, an Implementing Agency of the Multilateral Fund, supports Saint Lucia in a project to inventory and manage waste-controlled substances, aligning with ExCom Decision 91/66.

Job Purpose

This role supports the Government of Saint Lucia, through its National Ozone Unit, in implementing a project focused on the "Preparation of national inventory of banks of waste-controlled substances and development of a national plan for the management of these substances." The primary purpose is to conduct national data collection to establish a comprehensive inventory of used or unwanted controlled substances. This information will inform the development of an action plan for the collection, disposal, recycling, reclamation, and destruction of these substances, in line with ExCom Decision 91/66. The consultant will provide expert guidance to UNEP, the implementing agency, to develop the final report on data collection for the National Inventory of Banks.

Responsibilities

The consultant will be responsible for developing a comprehensive report on data collection for the National Inventory of Banks for Saint Lucia, under the guidance of UNEP and in consultation with the National Ozone Unit. Key duties include conducting a desk study of available data on banks of used and unwanted controlled substances, establishing a database, and identifying data gaps. The role involves developing a stakeholder database and conducting surveys to close identified gaps. Additionally, the consultant will assess the capacity of existing laboratories for analyzing controlled substances and identify needs for upgrading. Finally, the consultant will prepare the final report on data collection, adhering to UNEP and MLFS guidelines, which will inform the development of a national action plan for managing these substances.

Work Experience

Required experience includes national data collection within the RAC sector and experience in writing and reviewing technical project proposals. The role also requires excellent communication skills in English for effective knowledge sharing.
