Organizational Context
The International Court of Justice (ICJ), the UN's principal judicial organ, operates with its own administration, the Registry, headed by a Registrar. This temporary role is within the Registry, supporting the preparatory phase of a new Case Management System. The incumbent will report to the Registrar or a designated senior officer and collaborate with various Court departments and stakeholders.
Job Purpose
This role is established to lead and coordinate the business requirements clarification phase for the International Court of Justice's new integrated Case Management System. The Programme Management Officer will develop work plans, conduct stakeholder consultations, analyze current judicial and administrative processes, and identify areas for improvement and digitization. A key responsibility is to oversee the drafting of comprehensive business, functional, and high-level technical requirements, ensuring they align with the Court's judicial workflows, security, governance, and reporting needs. The position also supports governance, coordination, and quality assurance, advising on data management and security, and monitoring progress to ensure timely and effective preparation for the system's procurement.
Responsibilities
The Programme Management Officer will lead the business requirements clarification for the Case Management System by developing work plans, methodologies, and stakeholder engagement strategies. This involves conducting consultations and workshops to map workflows, identify needs, and document requirements, while analyzing current processes for bottlenecks and opportunities for digitization. The role oversees the drafting of procurement-ready requirements and tender documentation, preparing comprehensive business, functional, and technical specifications for the new system. This includes ensuring requirements cover essential features like electronic filing, workflow automation, and interoperability. The officer will also coordinate the preparation of process maps and use cases, and draft inputs for the request for proposals. Additionally, the role supports governance by coordinating stakeholders, advising on data governance and security, monitoring progress, identifying risks, and ensuring documentation quality. Support during the procurement preparation phase includes providing technical input and clarifying bidder questions.
Work Experience
A minimum of seven years of progressive experience in programme/project management, business analysis, or information systems is required. Essential experience includes working with case management or document management systems, preparing solicitation documents/RFPs, and operating within an international organization or complex governance environment. Experience drafting business, functional, and technical requirements for complex information systems is also required.
