SECURITY OFFICER
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces, as well as technical assistance to the Organization of American States. This temporary Security Officer position is based in Port-au-Prince within the Safety and Security Section, Perimeter Security unit, reporting to the Chief Security Adviser.
Job Purpose
The Security Officer (FS-4) plays a crucial role in supporting the overall security mandate of UNSOH in Haiti. The primary purpose of this role is to manage and oversee the processing of identification cards and access badges for all personnel, ensuring strict adherence to UN rules and UNDSS policies. This involves verifying identities, managing the issuance and deactivation of credentials, and enforcing access control policies. The incumbent will also contribute to security planning, conduct physical inspections, monitor evacuation capabilities, and support investigations related to security incidents and ID misuse. This position is vital for maintaining the safety and security of UN personnel and assets within the mission area, contributing to the effective functioning of UNSOH's support operations.
Responsibilities
The Security Officer is responsible for managing the Pass and ID Card Unit, overseeing the processing of applications for UN identification cards and access badges for staff, dependents, consultants, contractors, and visitors. This includes verifying eligibility, issuing, renewing, and deactivating credentials in compliance with UN rules and UNDSS policies. The role involves enforcing access control, identifying and reporting misuse or fraud, and coordinating with security operations on access matters. The incumbent will maintain accurate records, operate ID management systems, ensure data confidentiality, and prepare analytical reports. Responsibilities also include providing technical guidance to junior staff, liaising with UN agencies, advising on access control risks, supporting emergency access arrangements, managing inventories, and contributing to the development of SOPs and contingency plans. The officer may also serve as Duty Officer within the Security Section.
Work Experience
A minimum of six years of progressive experience in military, police, or security management is required, with at least two years at the international level and one year in a high-risk or post-conflict environment. Three years of experience within the United Nations system is also required.
