Organizational Context
This Programme Management Officer (Customs) position is within the Automated System for Customs Data (ASYCUDA) Programme, Division on Technology and Logistics (DTL), UNCTAD, located in Monrovia, Liberia. The role reports to the ASYCUDA Regional Coordinator for East and Southern Africa Region, providing essential support for customs automation projects.
Job Purpose
The Programme Management Officer (Customs) will provide substantive assistance and functional support to National Customs Services (NCS) and National Project Teams (NPT) under the ASYCUDA Programme. This involves participating in the development, implementation, and evaluation of UNCTAD/ASYCUDA and Single Window projects. The role requires monitoring and analyzing project progress, identifying issues, proposing solutions, and liaising with stakeholders. Additionally, the officer will conduct consulting assignments, analyze customs legislation for automation feasibility, research and present information, assist in policy development, and advise on functional aspects of ASYCUDA extensions and e-documents to ensure seamless integration within the customs environment.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of UNCTAD/ASYCUDA and Single Window projects, monitoring project progress, and identifying/resolving issues. The role involves conducting consulting assignments, facilitating workshops, and developing action plans for change management. Analyzing customs legislation, regulations, and procedures for automation and Single Window implementation is crucial. The officer will research and present information, assist in policy development, and provide functional advice on ASYCUDA extensions and e-documents. Responsibilities also encompass undertaking surveys, designing data collection tools, preparing various written outputs, supporting meetings and conferences, conducting training, leading field missions, and coordinating budget and funding activities.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area, including experience in digitalization of customs procedures, is required. Experience in organizing and delivering functional training courses within governmental organizations and working in an international environment are desirable.
