This consultancy operates within the Joint SDG Fund-supported DigiKen Joint Programme in Kenya, aiming to strengthen inclusive digital transformation and sustainable digital development in collaboration with the Government of Kenya and national stakeholders.
Job Purpose
This role supports Kenya's digital transformation agenda by ensuring alignment with sustainability principles, including environmental responsibility, social inclusion, and human rights. The consultant will analyze existing ICT and digital policies, identify gaps, and develop actionable recommendations for sustainable digital governance and green technology adoption. The work contributes to strengthening Kenya's digital ecosystem and fostering a more inclusive and environmentally sustainable digital economy, aligning with UNEP's mandate and the objectives of the DigiKen Programme.
Responsibilities
The consultant will conduct an inception phase, including developing a workplan and methodology for policy review. Key duties involve undertaking desk reviews of ICT, digital transformation, and sustainability policies, mapping stakeholders, and developing engagement plans. Responsibilities include preparing draft and final reports on policy analysis, gap identification, and green technology mechanisms. The consultant will lead stakeholder validation workshops, present findings, and develop actionable recommendations for implementing sustainability principles in ICT and digital governance frameworks. A final consultancy summary report detailing methodology, findings, lessons learned, and strategic recommendations for UNEP is also required.
Work Experience
A minimum of 10 years of relevant experience in policy analysis, digital transformation, ICT governance, or sustainability initiatives is required. Proven experience in multi-stakeholder engagement with government, development partners, private sector, and civil society is essential. Experience in reviewing policy and regulatory frameworks, conducting gap analyses, and developing policy recommendations is also required.
