Organizational Context
The Climate, Peace and Security Advisor (CPSA) supports UNAMA leadership, specifically the DSRSG-D/RC/HC, and the Climate, Peace and Security Unit within DPPA. This role addresses emerging priorities and vulnerabilities related to climate change, environmental shocks, and natural resource management, and their impact on peace and stability in Afghanistan and the region.
Job Purpose
The Climate, Peace and Security Advisor (CPSA) is responsible for providing UNAMA leadership and relevant UN offices with up-to-date analysis on the interlinkages between climate change, peace, and security in Afghanistan and the region, and their implications for strategic objectives. The role promotes coherence and integration of climate, peace, and security issues among UN entities, assisting leadership in developing a common vision and evidence-based programming. A key function is to lead the mainstreaming of climate-related peace and security risks into UNAMA's policies, strategies, and activities. The advisor will also enhance engagement with Afghan stakeholders, support the Resident Coordinator’s Office in aid coordination, identify funding gaps, and collaborate with partners to leverage climate finance for peacemaking and peacebuilding efforts.
Responsibilities
Provide up-to-date analysis on climate change, peace, and security interlinkages in Afghanistan and the region, assessing implications for UNAMA's strategic objectives. Promote coherence and integration of climate, peace, and security issues among UN entities, assisting leadership in developing a common vision and evidence-based programming. Lead the mainstreaming of climate-related peace and security risks into UNAMA's policies, strategies, planning, and activities. Enhance engagement and confidence-building measures with Afghan stakeholders, including de facto authorities, civil society, and regional actors. Support the Resident Coordinator’s Office in integrating climate, peace, and security issues into aid coordination efforts. Identify funding gaps and support proposal development for relevant programming. Collaborate with UN system entities and partners to identify climate finance opportunities for peacemaking and peacebuilding. Engage with non-governmental organizations, civil society, and stakeholders to promote regional dialogue, technical cooperation, capacity building, and advocacy.
Work Experience
A minimum of 7 years of progressively responsible experience in climate, peace and security, climate change, environmental governance, political affairs, diplomacy, international relations, or related areas is required. This includes extensive analytical and reporting experience on the interplay between political, security, economic, and environmental issues. At least three years of experience working in an international or non-governmental organization on political and climate issues in a conflict or post-conflict setting is required. Experience drafting analytical reports for senior leadership under time constraints and in crisis settings is also required.
