International Consultant - Technical Advisory Mission Coordination and Reporting Support
Organizational Context
The United Nations Office at Vienna (UNOV) supports the UN Secretariat's mandates in Vienna. This role supports the UN-SPIDER Beijing Office, coordinating with the Ministry of Emergency Situations of the Kyrgyz Republic and other national and international partners. The position involves extensive collaboration with governmental bodies and international organizations to enhance disaster risk management capabilities.
Job Purpose
The International Consultant will provide technical advisory, mission coordination, and reporting support for a Technical Advisory Mission (TAM) in the Kyrgyz Republic. The role is crucial for ensuring the TAM's success by facilitating communication and collaboration between UN-SPIDER, the Ministry of Emergency Situations, and other national institutions. The consultant will manage pre-mission preparations, in-country support, and substantive contributions to the final TAM report, ensuring alignment with national priorities and international best practices. This position aims to strengthen the Kyrgyz Republic's disaster risk management framework through expert analysis and actionable recommendations, fostering better use of space technology and geospatial information.
Responsibilities
Pre-mission: Finalize TAM program, meeting schedules, and logistical arrangements. Act as the primary coordination point between UN-SPIDER and the Ministry of Emergency Situations (MES), engaging with other ministries and agencies. Review preparatory documents to identify gaps and prepare briefing notes.
Coordination: Lead engagement with MES and other national institutions to align expectations, confirm commitments, and resolve issues. Organize coordination meetings, serve as the main point of contact for TAM-related queries, and support engagement with senior officials.
In-country Support: Assist the expert team by clarifying local context and ensuring technical questions are directed appropriately. Analyze and synthesize information shared during meetings against strategic pathways. Support synthesis sessions and prepare debriefing materials.
Reporting: Prepare written inputs for the TAM report, including meeting summaries, findings, gaps, and recommendations. Provide pathway-based inputs and contribute to report sections on disaster risk, space technology, and international cooperation. Prepare annexes and support the formulation of realistic recommendations. Respond to follow-up questions during report drafting.
Analysis & Verification: Analyze draft recommendation cards for completeness and feasibility. Verify recommendations with MES and relevant agencies for alignment with national priorities. Cross-check report content for accuracy and acceptability.
Follow-up: Coordinate post-mission follow-up actions with national institutions. Maintain a mission follow-up matrix and prepare a lessons-learned note.
Work Experience
A minimum of seven years of relevant professional experience in disaster risk reduction, emergency management, geospatial information, remote sensing, climate risk, public-sector coordination, or international development is required. Experience with government institutions in the Kyrgyz Republic, supporting UN missions, documenting technical meetings, and drafting reports is desirable.
