The United Nations Economic and Social Commission for Western Asia (ESCWA) is providing technical assistance to the Environment Quality Authority (EQA) in Palestine. This consultancy supports the EQA's initiative to develop a digital transformation strategy, aligning with global trends towards smart and open governance and the UN's 2030 Agenda for Sustainable Development.
Job Purpose
The purpose of this consultancy is to provide advisory services to assist the ESCWA team in developing a comprehensive digital transformation strategy for the Environment Quality Authority (EQA) in Palestine. This role contributes to enhancing governance, transparency, and citizen services through the adoption of technology and innovation. The consultant will support the EQA in leveraging digital tools to achieve sustainable development goals, particularly those related to effective, accountable, and inclusive institutions. The objective is to guide the EQA towards a smart and open government model, fostering collaboration and empowering citizens through digital advancements, in line with the Global Digital Compact.
Responsibilities
The consultant will develop a detailed digital transformation strategy for the EQA in Palestine. Key responsibilities include reviewing national digital policies and strategies, researching regional and international best practices in digital transformation, and identifying national stakeholders. The consultant will conduct interviews and meetings with stakeholders, potentially contribute to workshops, and assess EQA's current capabilities, including IT infrastructure and processes. Based on this analysis, the consultant will prepare the strategy, incorporating international standards, gap analysis, and national needs. The draft strategy will be presented in a workshop for feedback, and the final report will be updated accordingly, including an implementation timeframe for identified initiatives.
Work Experience
A minimum of 7 years of professional experience and research in digital technologies is required. Experience in management and planning is necessary. Previous experience in delivering research papers and developing digital plans is desirable. Familiarity with environmental issues in Palestine is also beneficial.
