Programme Finance and Reporting Analyst
Organizational Context
The United Nations Environment Programme (UNEP), a leading global environmental authority, sets the environmental agenda and promotes sustainable development. This role is within the Climate Change Division, Mitigation Branch, Global Funds Mitigation and Transparency Section, which manages a portfolio of climate change mitigation projects executed by various partners worldwide. The position is home-based.
Job Purpose
This role supports effective budget formulation, preparation, implementation, monitoring, project administration, and risk management within UNEP's climate change mitigation projects. The incumbent will ensure accurate financial reporting, apply relevant policies and guidelines, and facilitate timely interaction with internal and external stakeholders. The purpose is to contribute to the efficient and compliant management of a diverse portfolio of climate projects, providing expert guidance to reduce portfolio risk and ensure adherence to established procedures. This involves detailed financial tracking, analysis, and reporting to support management decision-making and project success.
Responsibilities
Monitor budgetary commitments, verify financial transactions in UMOJA, and analyze financial implementation trends, providing recommendations. Review and revise project submissions for compliance with guidelines and objectives, identifying issues and proposing solutions. Establish monitoring systems through reporting, meetings, and missions, providing comprehensive project management information. Research, compile, analyze, and present project data to highlight trends for management. Track legislative decisions affecting projects and update databases accordingly. Prepare monitoring checklists and follow-up actions. Maintain and establish specific information products for the unit and assist management. Ensure data governance and accuracy, and maintain data management tools. Supervise and train junior staff. Assist with data collection, analysis, and report preparation. Provide financial information for oversight queries and technical advisory inputs on financial systems. Review GEF co-management reports and audit reports, escalating variances. Incorporate financial projections into reporting dashboards and support project closures.
Work Experience
A minimum of five years of experience in Project Administration, Finance, and Budgeting is required. Experience in information management, database systems, and Power BI is necessary. Proficiency with ERP systems like SAP (Grantor and Fund Management Modules) and BI reporting is essential. Experience in budget planning, analysis, and monitoring, as well as with GEF projects, is required. One year or more of data analytics experience is desirable.
