ADMINISTRATIVE OFFICER
Organizational Context
This position is within the United Nations Support Office in Haiti (UNSOH). The role encompasses sub-functional specialities including human resource administration, planning, programming, budgeting, and the implementation, monitoring, and evaluation of business functions. The Administrative Officer reports to the Head of the Unit or a Director of Mission Support.
Job Purpose
The Administrative Officer is responsible for managing a wide range of administrative functions within UNSOH. This includes overseeing human resource activities such as recruitment, placement, performance appraisals, and training, ensuring adherence to UN rules and regulations. The role also involves expert advice on staff conditions of service and representing the department on appointment bodies. Additionally, the officer will lead budget and finance operations, including monitoring allocations, improving reporting systems, and ensuring sound financial management. General administration duties cover support services like procurement, travel, communications, and asset management, as well as coordinating legal reviews and overseeing delegation of authority frameworks. The position requires supervising staff and providing guidance on administrative and financial matters.
Responsibilities
Manage and coordinate all human resource activities, including recruitment, placement, promotions, performance appraisals, and staff training, ensuring compliance with UN rules. Provide expert advice on staff conditions of service, privileges, and entitlements. Represent the department on relevant panels and review staffing tables. Lead and coordinate the preparation and implementation of work programs and budgets, ensuring effective resource utilization. Oversee budget and finance functions, including monitoring allocations, improving reporting systems, and maintaining sound financial controls. Implement and monitor general administrative support services, such as procurement, travel, communications, and IT support. Manage protocol activities and coordinate official functions. Oversee asset lifecycle management, including planning, tracking, maintenance, and disposal. Coordinate legal reviews of contracts and MOUs, ensuring regulatory compliance. Supervise staff, provide guidance on administrative and financial matters, and produce complex reports for management.
Work Experience
A minimum of seven years of progressive experience in administration, finance, accounting, or human resources is required. Experience in providing logistical support to non-UN military and police is essential. Experience with UN administrative/financial policies, delegation of authority frameworks, and international organizations is also required. Experience with UN electronic tools like Umoja and change management is desirable.
